Council backs Business Improvement Districts (BIDs)

The Council is backing the Worthing Town Centre Initiative to go ahead with a ballot to establish a Business Improvement District (BID) in and around Worthing town centre.BIDs allow businesses in a defined area, in this case the town centre, to vote on which additional services they want to invest in, to improve their trading environment.  If more than 50% of the businesses vote in favour, a levy will be raised on all business properties in the BID area with a rateable value of £10,000 or more to pay for the BID.

The three objectives set for the Worthing Town Centre BID are:

  • To provide a cleaner and well-maintained town centre.  Including a bi-annual steam cleaning programme of pedestrian areas to remove surface grime and chewing gum, improved removal of graffiti and flyposting and repainting of street furniture as necessary.
  • To provide a safe and welcoming town centre.  Including a highly visible team of Town Centre Wardens providing a meet-and-greet service to visitors and customers and networking to prevent crime and reduce the perception of crime and the appointment of a Retail Crime Manager.
  • A vibrant and well-marketed town centre.  Including marketing campaigns, marketing events, additional hanging baskets and the production of Independent Shopping and Food and Drink Guides.

The Deputy Leader of the Council, Ann Barlow, said:

“I warmly welcome this BID proposal with its aim to provide Worthing with a cleaner, well maintained, safe, welcoming, vibrant and well-marketed town centre.  It complements the Council’s own vision for Worthing to be a thriving borough where people want to live, work and invest, as expressed in the Masterplan for the town centre.”
