Terms of Reference

1. To assist the Cabinet and the Council on all issues, including the development of new policies and the review of existing policies and services and making recommendations thereon;

2. To assist the Council in the development of it budget and policy framework.

3. To undertake research and community and other consultation in the analysis of policy and service issues and possible options.

4. To review and scrutinise the decisions made by the Cabinet and Cabinet Members;

5. To Exercise the right, following a call-in, to ask for re-consideration of decisions and/or recommendations of the Cabinet or a Cabinet Member in accordance with the Constitution and provided the decisions have yet to be implemented;

6. To oversee Improvement Reviews, to consider Improvement Review Improvement Plans and to monitor their implementation;

7. To make reports or recommendations to the Council or to the Cabinet with respect to the discharge of any functions which are the responsibility of the Cabinet or which are not the responsibility of the Cabinet;

8. To make reports or recommendations to the Council or the Cabinet on matters which affect the Council’s area or the inhabitants of the area;

9. To consider all performance, resources and corporate governance matters;

10. Consider recommendations from the Overview and Scrutiny Panels;

11. To make recommendations to the Cabinet and/or the Council flowing from its own work and that of the Overview and Scrutiny Panels;

12. Set and monitor the annual scrutiny work programme;

13. Select inquiry topics and approve project outlines and plans for consideration by the relevant Overview and Scrutiny Panels; and

14. Appoint ad hoc Overview and Scrutiny Panels to assist the Committee in carrying out its functions should the need arise.
