Public Place Violent Crime (PPVC)

Definition

Violent offences committed in a public place where people see an act that they perceive to be violent. This includes all violent offences that occur in a public place, including incidents of domestic violence.

Performance Target

PPVC is a priority issue for West Sussex as a whole, and as such, a West Sussex Public Service Agreement (PSA) has been negotiated for all CDRP areas, which is 'To reduce Public Place Violent Crime by 8.35% by March 2006.

The Picture for Worthing

According to the Community Safety Audit 2004, figures for 2003/04 show that 61% of the Borough's PPVC related to incidents of assault, and 49% of that PPVC occurred in Central Ward. Over two thirds of the PPVC occurred around the public houses and clubs in the Chapel Road and Chatsworth areas.

Worthing CDRP, in conjunction with the PPVC team at Sussex Police, has implemented a number of initiatives to tackle PPVC in the town centre. These include:

  • Work with licensees to promote responsible drinking and target known troublemakers.
  • Improve the late night transportation system for the Town Centre.
  • Developing targeted work around key hot spot areas and time periods.

Worthing Taxi Marshal scheme - Improving late night transport

The taxi marshal scheme in Worthing is designed to assist with the rapid dispersal of people late at night, to prevent the opportunity for violent crime against the person, which until the scheme commenced was a regular occurrence at taxi ranks in the Town Centre.

The scheme currently consists of two marshals working on the Chapel Road rank in high visibility jackets on a Friday and Saturday night between 2230 and 0330 hours.

The success of the marshals is apparent. There has been considerable public reassurance for people waiting for taxis, who know that the queue will be well supervisesd; and this has also had an effect on taxi drivers, who feel safer themselves about coming into town late at night.

In a survey conducted by the PPVC team, in February 2005, 63% of people thought that having marshals on the rank was beneficial, and a good idea.

The scheme is funded by the CDRP and local late night businesses, however it is envisaged that it will become a self-sustaining project in the longer term.

Worthing Borough Council have agreed to extended the Drinking in Public Place Order (DPPO) to cover the whole borough and should be in placce by March 2006.
