The boarding of other people’s dogs or cats as a business, including home boarding, requires a licence from the Council under the Animal Boarding Establishments Act 1963.
Applicants need to demonstrate that their accommodation and management of animal welfare is suitable and sufficient so as to meet the standard licence conditions downloadable below. An application form is available from the Licensing on-line forms section.
Pet shops that sell animals (not just pet supplies) need to be licensed by this Authority under the Pet Animals Act 1951. The Council has adopted the ‘Model standards for Pet Shop Licence Conditions’ produced by the Local Government Association (LGA), which covers animal welfare and health & safety issues within the shop.

To keep a Dangerous Wild Animal (see Defra link below for schedule), requires a licence from the Council. The licence conditions will vary dependent on species but generally the applicant needs to demonstrate that the animal will be receiving the appropriate nutrition, that the environment is suitable and that the animal is healthy and allowed to express normal behaviour.
Adequate security and a rigorous emergency plan in the case of escape as well as significant knowledge will also have to be demonstrated by a potential keeper. It is a requirement of the legislation that a licence be obtained prior to obtaining a Dangerous Wild Animal.
