Responsibility for fly-tipping is split between the Environment Agency and local authorities. Local authorities deal with small scale flytipping, the Environment Agency works to tackle flytipping of a more serious nature; the big, the bad and the nasty, including incidents involving hazardous wastes which pose risks to the environment and human health.
Generally speaking fly-tipping is the illegal deposit of any waste dumped onto any land or highway not licensed to accept waste. Waste includes general household waste, larger domestic items i.e fridges and furniture etc, garden refuse, commercial waste such as builders rubble and soil, clinical waste and tyres. Such waste can occur in any quantities in any mixture in any location. If you witness a fly-tipping and there is conclusive evidence The Environment Agency will prosecute the offenders.
If you are in any doubt about whether it is a large scale incident please contact Worthing Borough Council in the first instance.
Litter is an eyesore. It reduces the aesthetic quality of our surroundings and it can also harm wildlife. The amount of rubbish dropped on our streets has increased by some 500% since the early 1960's. Dropped food and Takeaway litter has helped swell the rat population to sixty million.
Put your rubbish in the bin or, better still, take it away with you because the bins often get full and overflow. Clean up after your dog.
Fly-tipping is a problem in many areas of the Borough. In many instances the material is laying around for some while and this has a tendency to attract other fly-tippers.
Worthing Borough Council do clear fly-tipped material from public land but is powerless to act on private land. If fly-tipping occurs on private land then the owner or occupier of the land is technically responsible for clearing it unless the material is or becomes hazardous or a danger to public health in which case the Borough Council will step in.
This however takes time as there are certain statutory requirements that need to be undertaken before we can act and even then we can only remove that material which is either harmful or hazardous. The remainder is left and the nuisance remains an eyesore.
Please note that if you employ someone to take material away from your premises, like tree cuttings or building rubble, please ensure that they show you their waste disposal licence. This is a license issued by the local authority and ensures that the contractor disposes of any waste material in a legally satisfactory manner.
The responsibility for the removal of graffiti, and that of other enviromental crimes usually lays with the property owner. However Worthing, Adur and West Sussex Councils have joined together to form a Joint Partnership tasked with eradicating graffiti in our communities. Graffiti is not art, it is a form of vandalism. It is the first step in a neighbourhoods decline and we intend to remove it whenever it's found.
We have declared a zero tolerance policy and we provide a free cleaning service to all residents and businesses in Worthing and Adur. We intend to remove any offensive or racist graffiti within a working day and a large part of the rest within 2 working days. But we need your help. We can't be everywhere so we need you to report it to us.
If you know where there is graffiti and/or are able to give any other relevant information that may help us to crack down on these vandals, please contact us. Any information you provide will be treated in the strictest of confidence.
You can report Graffiti many ways:
