Private Sector Housing
- We investigate complaints about housing conditions from tenants in the private rented sector and can take follow up action with the landlord in appropriate cases. A new system for assessing Housing Conditions has been introduced by the Housing Act 2004 called the Housing Health & Safety Rating System (HH&SRS). - We inspect House in Multiple Ocuppation (converted flats, bedsits & shared houses) to check that the landlord is operating the premises satisfactory standards for amenities, repair, fire safety and general management standards.
- We administer the Borough Council's Housing Renewal Assistance Scheme and offer discretionary grants to property owners for certain types of repair and improvement works.
Unfortunately, due to current financial restrictions and demands placed on this year’s Capital Budget, the Council’s Discretionary Housing Renewal Assistance Scheme did not receive sufficient priority to receive funding for another year and all discretionary Grants under the Housing Act have been discontinued until at least April 2012.
Consequently the Borough Council is unable to offer financial assistance for Renovation or Repair works to either Owner/Occupiers or to Landlords of long term Empty Dwellings for at least another year.

- We implement the Councils Energy Efficiency Strategy and administer the Borough Council’s Energy Efficiency Grant Scheme.
- We operate the Disabled Facilities Grant Scheme and fund grants for a range of adaptations, which may be necessary to help a disabled person live more independently in his or her home.

- We comment on housing standards and the internal environment of some Planning applications and contribute to subsequent planning appeals.
- We encourage owners of long-term vacant dwellings to bring them back into use and actively apply the Councils Empty Property Strategy.
- We work with Housing Services and give advice to tenants, owner-occupiers and landlords on a wide range of housing related topics and home maintenance.
