  1. This protocol sets out how we will use CCTV on the civic centre site premises to enhance the safety and security of staff, visitors, contractors and property whilst protecting the individuals’ rights to privacy.

  2. The civic site CCTV system consists of 32 dedicated high-resolution cameras providing continuous real time surveillance through a central monitoring facility located in the Security/Porters’ Office in the Town Hall. The location of these cameras is detailed in Appendix (B).

  3. Four of these cameras are located in the Civic Centre Car Park and three of these can be manipulated by remote control from the Porters’ office as well as remotely by the Business Services Manager and Business Services Administrator located in Portland House via their PC’s.

  4. All cameras will be positioned in a visible location and the areas of coverage clearly indicated by the use of signs.

  5. In the event of the Council acquiring a “ mobile” surveillance camera then these rules shall apply and the Executive Head  of Legal & Democratic Services and Monitoring Officer shall be informed of any proposed location of the mobile camera and the positioning of the camera shall be carried out by trained personnel.

  6. Cameras shall be properly maintained and serviced to ensure that recorded images are clear and a log shall be maintained to record details of camera maintenance and repairs.

  7. The time and date shown on the CCTV system and recorded images must always be accurate.

  8. Signs will be displayed on the main access routes into each area covered by the CCTV system and also in the Civic Centre Car Park.

  9. No camera will be hidden or obscured and as far as possible cameras will be placed out of risk of criminal damage.

  10. Except for wide angle or distance shots, domestic or individual offices or premises will not be included in the field of vision of externally mounted or car park cameras.

  11. The car park CCTV cameras must not be manipulated or directed for surveillance purposes without the specific written authority from the Executive Head of Legal & Democratic Services and Monitoring officer.~

  12. Worthing Borough Council will only use the CCTV monitoring equipment to assist it in carrying out its statutory duties and to safeguard staff, visitors, contractors and its premises.

  13. Only those Nominated Officers listed on the Appendix (A) will be permitted to view the CCTV footage either at the monitors in the Town Hall Security / Porters office or remotely via their computers.

  14. Nominated Officers shall be given training in the operation of the monitoring and CCTV equipment and their responsibilities in regards to the operation of the equipment before being allowed to access or operate the equipment.

  15. Under no circumstances will the public or staff other than the Nominated Officers be permitted general access to the monitoring equipment and the Security / Porters room in which the equipment is installed shall be secured at all times when unattended and only authorised personnel shall have access to this area..

  16. Copies of downloaded footage or recordings must not be made unless agreed by the Council’s Data Controller or the Executive Head of Legal & Democratic Services and Monitoring Officer and then any copies made should be in accordance with the agreed Data Protection and Surveillance procedures.

  17. Any problems with the operation of the CCTV system should be immediately reported to the Business Services Administrator, Business Services Manager and Senior Building Surveyor and recorded in writing. It shall be the responsibility of the three above staff to report any faults to the equipment maintainer and to ensure a speedy resolution to any faults or problems.

  18. At the request of the Police, or another agency or a member of the public relating to a specific incident a Nominated Officer may review the recorded footage from the CCTV system to establish whether the incident was captured by any of the CCTV cameras.

  19. The Nominated Officer may then advise the requestor whether or not any thing relating to the incident has been recorded by the Council’s CCTV system but should not at this stage indicate to the Requestor the specific nature of what has been recorded relating to the incident.

  20. Should the Requestor wish to view any specific footage relating to the incident that may have been recorded by the Council’s CCTV system they will need to complete the appropriate Image Removal Form.

  21. Any recorded material held by Worthing Borough Council that the Police may require will be released to them upon written request and with the prior approval of the Executive Head of Legal & Democratic Services and Monitoring Officer.

Description of each area covered by each camera

  • Camera (01) Town Hall Main Reception Desk
    This camera is located above the entrance to the reception area and provides coverage of the main Town Hall reception desk.

  • Camera (02) Customer Services Reception Counter
    Provides coverage of the main Customer Service enquiry counter located on the ground floor of the Town Hall.

  • Camera (03) Disabled entrance & adjoining corridor
    Provides coverage of the main disabled entrance as well as providing coverage of the entrance of the cash office and the Payments Kiosk and coverage down the corridor towards the main reception area.

  • Camera (04) Cash Office & finance office corridors
    Provides coverage of the main ground floor corridor in which the Cash Office and finance office are located as well as the rear entrance by which cash deliveries enter the building.

  • Camera (05) Rear of main Town Hall reception area
    Provides coverage of the main reception area and Help point as well as coverage of the main entrance to the Town Hall, the rear interview booths and the lift and ladies public toilets.

  • Camera (06) ICT Corridor
    Provides coverage of the 2 ground floor corridors in which the IT Offices are located in the north east corner of the building. Systems critical to the operation of the Council to which access is restricted are located and managed in this area.

  • Camera (07) Gordon Room entrance & Print room corridor
    Provides coverage of the main public entrance to the Gordon Room from the street as well as the corridor outside of the Print Unit and the public toilets.

  • Camera (08) Internal Audit, HR & ICT Server room corridor
    Provides coverage of the ground floor corridor in which the Council’s Human Resources and Internal Audit Sections are located as well as the main ICT Server Room. Confidential information and highly critical systems are located in this area.

  • Camera (09) 1st floor landing outside committee rooms
    Provides coverage of first floor landing area in which the main Committee Rooms and Council Chamber are located and movement up and down the main staircases to which there is public access.

  • Camera (10) Cash Office staff entrance (Static)
    Enables Cash Office staff to verify the identity of those wishing access to the Cash Office before allowing them into the secure area.

  • Camera (11) Entrance to Porters office & reception area (static)
    This static camera provides coverage of the entrance to the Porters office in which a number of critical systems are located as well as providing additional coverage of the main Town Hall reception area.

  • Camera (12) Rear cash delivery ramp (static)
    This static camera provides coverage of the rear cash delivery ramp and entrance by which the Town Hall receives daily cash deliveries.

  • Camera (13) South Eastern stairwell (static)
    Provides coverage of the south eastern stairwell to which the public have access as well as covering the fire exit located in this stairwell.

  • Camera (14) North Eastern Stairwell (static)
    Provides coverage of the north eastern stairwell to which the public have access as well as providing internal coverage of the rear staff entrance  located in this stairwell.

  • Camera (15) Cash office public counter (static)
    Provides coverage of the public side of the Cash Office counter.

  • Camera (16) Cash office public counter (static)
    Provides additional coverage of the public side of the Cash Office counter.

  • Camera (17) Car Park rear of Portland House
    Provides coverage of the staff car parking area at the rear of Portland House as well as some coverage of the rear of Portland House itself.

  • Camera (18) Car Park - Essential users area
    Provides coverage of the staff essential car parking area at the western end of the Civic car park.

  • Camera (19) Car park entrance barrier (static)
    Provides coverage of the main entrance to the Civic car park and the barrier that controls access to the car park.

  • Camera (20) Disabled parking bays
    Provides coverage of the disabled parking bays located at the rear of the Assembly Hall as well as the refuse bins located in this area that have in the past been the target of arson.

  • Camera (21) Richmond Room & Clinic
    Provides coverage of the western side of the Assembly Hall and Richmond Room as well as the area in front of the Clinic and the one hour parking bays.

  • Camera (22) Town Hall rear courtyard entrance
    Provides coverage of the rear courtyard entrance to the Town Hall used by contractors and in which the main staff entrance is located as well as the staff cycle racks.

  • Camera (23) War Memorial & front of the Town Hall
    Provides coverage of the front of the Town Hall and the north east corner of the building where the War Memorial is located which has in the past been subject to vandalism.

  • Camera (24) Front of the Town Hall - South Eastern corner
    Provides coverage of the front of the Town Hall and south eastern corner of the building including the disabled entrance, the barrier at the front of the access road between the Town Hall and Museum.

  • Camera (25) Access Road between Museum & Town Hall
    Provides coverage of the access road between the Museum and Town Hall in which artists vehicles are parked overnight as well as the rear entrances to the Town Hall and Assembly Hall and the rear of the central library.

  • Camera (26) Pathway at rear of Portland House
    Provides coverage of rear staff entrance, rear basement utility rooms and the footpath at the rear of the building.

  • Camera (27) Front entrance of Portland House
    Provides coverage of the main entrance at the front of Portland House as well as the area immediately in front of the building.

  • Camera (28) Foyer & reception at Portland House
    Provides coverage of the public foyer and reception area of Portland House.

  • Camera (29) Town Hall -Ground floor interview room (static)
    Provides coverage of the main interview room on the ground floor of the Town Hall in which interviews with the public are conducted.

  • Camera (30) Town Hall - Rear staff entrance (static)
    Provides coverage of the Town Hall rear staff entrance and the fire alarm panel located at the rear of the building by this entrance. Also provides some additional coverage of the rear courtyard and cycle racks.

  • Camera (31) Access road barrier between Museum (static)
    Provides coverage of the access road between the Town Hall and Museum in which contractors and artists vehicles are parked overnight and which is also used on a daily basis for cash deliveries and collections.

  • Camera (32) Finance & cash delivery corridor  (static)
    Provides coverage of the main ground floor corridor in which the Finance Section is located and via which cash deliveries to the Cash Office are made, also provides coverage of the rear entrance that leads to the rear cash delivery ramp.
