Worthing Borough Council boundaries cover from Western Road in the East to Highdown Gardens in the West and North to Cissbury Ring. To the South of the District is sea (English Channel) and every year the Council spends hundreds of thousands pounds in keeping the 5 miles of promenade and beach and the Pier, clean and safe. In addition the Council is, through such initiatives as Greening the Borough and seafront improvements seeking to develop and enhance many of these areas. An ongoing maintenance programme ensures that all the areas are well maintained and in particular that our Pier will continue to be an impressive structure, providing all year round entertainment, for years to come.
Worthing Borough Council recognises that the majority of filming within its boundaries provides positive marketing and promotes Worthing. It can be argued that this type filming and promotion is "priceless". However, preserving the amenities of Worthing to ensure a good film location is not without cost and as such Worthing Borough Council does request a fee to help contribute towards the development and maintenance programmes.
In addition the majority of film crews and programme makers will require input, help, support or advice from Council staff, which can be extensive on some occasions. As filmmaking schedules are often at short notice Council staff have to prioritise filming support against their existing work.
The fee for filming on Council land is £410 + VAT per day or £60.00 + VAT per hour. No fee will be charged for news reports and interviews. In addition to the filming fee the company should agree to include the location in the credits for the film. The charge will not be applied to films made by students to support their academic studies, or to Registered Charities making films in support of their activities.
Worthing Borough Council will, where possible and if filming schedules fit in with existing work loads, and with adequate notice,
The production/film company must indemnify the Council, its officers and employees against any claims or proceeding arising directly in respect of any injury to persons or damage to property as a result of their activities.
All production/film companies working on location in public places owned or managed by the Council must have public liability insurance with a limit of indemnity of not less than ten million (£10,000,000) in respect of any one accident or series of accidents arising out of any filming activity. Such policies to be produced before filming commences, together with evidence of payment to prove that the insurance cover is valid and current.
When filming in parks, production/film companies may not interfere with any tree, shrub, plant, fixture or fitting etc. The company should not disturb or interfere with any wild bird or animal in the process of undertaking their activities.
