Licensing Act 2003

The Licensing Act 2003 came into force on 24th November 2005. This act has implications for some of the activities, which are traditionally held on council land each year. The Act requires that all land or premises must have a License to permit certain activities to take place. These include:

  • Dancing
  • Live Music
  • Martial Arts Demonstrations
  • Cinema (Including Moving Backgrounds in some plays)
  • Carnivals
  • Recorded Music
  • Live Plays.

Worthing Borough Council is therefore seeking to License eight sites in Worthing to allow the continuation of open space events that have taken place in previous years. Alcohol will not form part of the application for the sites and will continue to be prohibited from events unless specific permission is granted at Council.

The sites that a Premises Licence that are being applied for are: -

  • Beach House Grounds
  • Beach House Park
  • Broadwater Green
  • Highdown Gardens
  • Homefield Park
  • Pond Lane
  • Steyne Gardens
  • Worthing Promenade and Foreshore including the Greensward

    The application seeks to allow licensable activities to be conducted between the hours of 9.00 and 23.00 on any day. However, activities will only take place where as in previous years an Open Space Event Application Form has been submitted to Leisure and Cultural Services and approval has been given.

    We would stress that existing controls are still in place to prevent excessive noise and unsuitable events from taking place. Our intention is to use our open spaces for the provision of leisure, culture & sport.
