Worthing’s Local Development Framework. What is it and why should you get Involved?

The planning system is in place to provide a balance and a direction of how people want to see their towns developed and conserved for the future. This is what we call the ‘plan-led’ system, involving the preparation of plans.

In September 2004 Government introduced a new planning system with the objectives of speeding up the preparation of plans, so that they can react quickly to the changing needs of the community. And in doing this, ensuring that documents are produced with the up front involvement of the community.

This new plan-led system will emerge at two tiers. The first will be at a regional level. For Worthing this means that the South East Regional Assembly will have responsibility for preparing a Regional Spatial Strategy. The strategy will determine how many homes are needed to meet future needs in the region, as well as major development opportunities to support the region in areas such as education, transport, and employment growth.

The second tier is at the local level, with responsibility falling to the local authority in the preparation of a Local Development Framework. This will be a folder of documents that set out how the local area wants and needs to change over the next few years, striking a balance between environmental, social and the economic needs.

The key documents which the Council will to be preparing and which you should be aware of are set out in our LDS - Local Development Scheme this will essentially be our project plan for the next three years setting out clear milestones for each of the documents listed below.

Statement of Community Involvement

This will set out how the Council will be involving and engaging the community in the production of documents. Community ownership of the plans and policies we will be bringing forward is key to the successful delivery of a framework which is about delivery.

Core Strategy

This strategy will look to address the long term vision for land use and establishing guiding policies that can delivery the future economic, social and environmental objectives for the town

Unlocking Development Potential

This document will be focusing in on the development opportunities within the Borough that will deliver social and economic regeneration. This will involve a process of allocating sites for various uses, which go towards meeting the needs such as housing, employment, health, leisure and recreation.

Local Development Scheme

(Version submitted to the Government Office for formal approval)

This is the first document to be made public and represents the official start of Worthing’s LDF process. The LDS makes a clear statement of how the process will be managed and effectively sets out a timetable for delivering crucial documents that will start to shape the local planning framework for Worthing’s future.
