The Local Development Scheme (LDS) is one component of the Local Development Framework. It sets out the scope and timetable for the production of the Council’s Local Development Documents (LDDs) which are split into two categories - Development Plan Documents (DPDs) and Supplementary Planning Documents (SPDs).
Development Plan Documents such as the Core Strategy are the most important documents in Worthings LDF as they help to set the planning policies for the town. Adopted DPDs are then supported by Supplementary Planning Documents (SPDs) which provide further detail on specific issues.

The LDS reflects the social, environmental and economic priorities of the community and Council and the revisions made to the work programme. At the time of drafting this LDS there was (and still is) considerable uncertainty in the planning system. For this reason the LDS emphasises the need for a flexible approach and explains where the status of documents may change.
The 2010 LDS also reflected the progress made in advancing the Worthing Core Strategy towards adoption which was (at the time of drafting) the key priority for the Planning Policy Team. The Core Strategy has since been adopted (April 2011) and the LDS helps to illustrate how priority is now being given to the progression of Local Development Documents that will help to support and deliver the Vision, Strategic objectives and policies established in the Core Strategy. However, it is acknowledged that following the adoption of the Core Strategy and further (and forthcoming) changes in the planning system it will be necessary to revise the LDS and it is expected that an updated version will be prepared and approved by the Council before the end of 2011.
