West Sussex County Council is the highway authority responsible for the majority of roads within the Worthing. However, the, Borough Council is involved in transport issues such as cycling, liaison on public transport and ensuring appropriate access is provided to new development.

Worthing, like many towns in West Sussex, is characterised by areas of heavy road congestion, unreliable journey times and poor air quality in the most congested areas. The cannot resolve these issues in isolation so it is vital that through partnership working improvements are made to the transport network for the benefit of residents, businesses and visitors to Worthing.

West Sussex County Council provides policy guidance on transport matters for the county via the Local Transport Plan 2011-2026, which sets clear transport goals.  These aims include: improving road safety; providing access to services; employment and housing; tackling climate change and promoting economic growth.

The preparation of the Worthing Core Strategy was informed by a significant amount amout transport assessment.  Relevant documents including the Infrastructure Delivery Plan, the Strategic Transport Study and a Statement of Common Ground can be viewed on the evidence base page. The Statement of Common ground was prepared with the County Council and covers accessibility at key strategic locations, transport investment, safety improvements and car parking.

The Council is committed to ensuring that new development takes into account the effect it will have on the local road network. Developers will be expected to produce transport assessments during planning applications for major development. These assessments will need to indicate what effects it will have on the local transport network and what can be done to mitigate the impacts on it.

The promotion of alternative modes of transport other than the car are important aspects of reducing road congestion. In partnership with the County Council, Worthing Borough Council has been active in promoting new and safer cycle routes in the town, especially to local schools.

A Quality Bus Partnership between the Council, WSCC and the bus operators, Stagecoach and Compass has been working for several years to improve local bus infrastructure. Many bus stops now have real – time traffic information boards on them and a text message service for local service information has been rolled out in the last 18 months.
