The rateable value is fixed, in most cases, by an independent Valuation Officer of the Crown working for the Valuation Office Agency (VOA). Please follow this link for contact details for the VOA.
All non-domestic property is revalued every 5 years.
Rateable values at the date of the most recent revaluation, 1 April 2010, should represent the annual open market rental value as at 1 April 2008. The values of all property in respect of which rates are paid to the Council are shown in the Local Rating List, a copy of which may be inspected at the VOA or at the Town Hall. You can check your rateable value and compare it with others on the VOA website. You can also contact them regarding any issues stemming from the revaluation at www.voa.gov.uk/valuation.
The Valuation Officer may alter the value if he believes that the circumstances of the property have changed.
The ratepayer (and certain others who have an interest in the property) may also, in certain circumstances, propose a change in the rateable value. If in any case the ratepayer and the Valuation Officer do not agree, the matter will be referred as an appeal to a Valuation Tribunal.
Further information about the circumstances in which a change in rateable value may be proposed and about the appeals procedure may be obtained from the Valuation Officer shown above.
You may wish to contact a rating advisor. Members of the Royal Institution of Chartered Surveyors (RICS) and the Institute of Revenues Rating and Valuation (IRRV) are regulated by rules of professional conduct designed to protect the public from misconduct.
