Future Vision

With pressure growing to identify new and innovative ideas for developing the town centre and seafront through Worthing Regeneration (Town Centre & Seafront Masterplan) this initiative may well lead to proposals that bring a new vision for the future of an important part of Worthing.

Options

Subsequent to initial Councillor and Officer meetings the following options were discussed and considered:

  • an offshore island
  • a marina development
  • residential development on reclaimed land in various areas along the 8km of Worthing's coastline

Background

From the Council’s initial assessment the possibility to build out to sea to secure further development land and facilities for the town, and with it improved coast defences, was considered technically possible and economically viable. To determine the commercial viability of this, the Council sought expressions of interest from suitably qualified Consortia/Groups to market test a marine development somewhere along the Worthing frontage. A total of 29 expressions were received. Of these only 9 were asked to prepare more detailed proposals in a bid to gauge whether the vision of the Council could be achieved.

Current Situation 

Out of the 9 invited to submit further proposals only 4 did so and were considered by a Working Group of Members and Officers. The submissions demonstrated considerable flair and understanding of the Council’s needs and clearly indicated that the vision for Worthing could be delivered. 

The responses to the Worthing Masterplan consultation were reported and agreed by the Cabinet on 5th December 2006 which includes the potential land extension as part of one of the Masterplan zones known as the Eastern Gateway.

Due to the anticipated high capital cost and the public benefits of the vision, together with the need to comply with European law, all those who submitted expressions of interest were invited, along with the rest of the European Community, to respond to the advertisement in the Official Journal of the European Union for a Prequalification Questionnaire (PQQ) under the Competitive Dialogue procedures for delivery of the vision.
